The war in Ukraine has led to a devastating humanitarian crisis, with millions in need of support. As of July 31, 2023, Europe recorded 5,804,500 Ukrainian refugees, with 5,119,600 seeking asylum or temporary protection. Internally, 5.1 million people have been displaced within Ukraine.

In July, UNHCR released the 4th round of the "Lives on Hold" survey. This comprehensive study, based on interviews with 3,850 refugee households across Europe and 4,000 internally displaced households in Ukraine, unveiled critical insights. The primary enabler for sustainable returns is an end to the war, safety, and the restoration of basic services, housing, and livelihoods.

The survey highlights that 39% of refugees and 50% of internally displaced persons have made short-term visits to their places of origin. However, 40% of refugees and 35% of IDPs couldn't do so due to security concerns and lack of means. For refugees, the lack of documentation and fear of losing legal status were significant barriers. Visits to their places of origin help maintain connections with their communities, paving the way for more enduring returns.

Between January and July 2023, over 120,200 refugees and migrants arrived in Europe through the Mediterranean and Northwest African routes, marking a 77% increase compared to the previous year. In July, arrivals surged by 39% compared to the previous month and by 70% compared to the same period last year.

In Italy, total arrivals in July rose by 56%, with 86% departing from Tunisia and 9% from Libya. Additionally, arrivals from Türkiye and Algeria were recorded. Arrivals from Tunisia surged five-fold between January and July 2023. Arrivals from Libya also increased by 32% compared to the previous year.

In Spain, some 3,600 refugees and migrants arrived in July, with a 13% decrease compared to the previous month. In Greece, July saw a 26% increase compared to the previous month, with arrivals from both land and sea routes. Turkish authorities reported rescuing 2,909 refugees and migrants at sea in July. Cyprus witnessed a 25% increase in arrivals by sea compared to the previous month.
